PATRICK HENRY BELIEVED IT WAS A PLOT TO ESTABLISH SOMETHING like a monarchy. Years earlier, the attorney and politician had stirred his countrymen to war against England with his famous words: “Give me liberty or give me death.” Many had indeed died during the American Revolution for that liberty, and now Mr. Henry recognized it was being threatened once again.
